នៅថ្ងៃទី១៣ ខែធ្នូ ឆ្នាំ២០២១ តបតាមការអញ្ជើញរបស់ លោកស្រី KAMEI Haruko ប្រធានទីភ្នាក់ងារកិច្ចសហប្រតិបត្តិការអន្តរជាតិជប៉ុន (JICA) ប្រចាំកម្ពុជា បណ្ឌិត ឈាង វណ្ណាវិទ្ធ ប្រធានវិទ្យាស្ថានចក្ខុវិស័យអាស៊ី (AVI) និងសហការី បានចូលរួមក្នុងជំនួបអាហារថ្ងៃត្រង់ ដើម្បីពិភាក្សាអំពីកិច្ចសហប្រតិបត្តិការរវាងស្ថាប័នទាំងពីរ។ ជំនួបអាហារថ្ងៃត្រង់នេះត្រូវបានសម្របសម្រួលដោយស្ថានទូតជប៉ុនប្រចាំកម្ពុជា ក្រោម «កម្មវិធីកសាងបណ្ដាញទំនាក់ទំនងរវាងអ្នកជំនាញជប៉ុន និងអ្នកជំនាញ និងអ្នកសិក្សាស្រាវជ្រាវនៃវិទ្យាស្ថានចក្ខុវិស័យអាស៊ី»។
នៅក្នុងជំនួបនេះ បណ្ឌិត ឈាង វណ្ណាវិទ្ធ បានគូសបញ្ជាក់ថា «AVI ត្រូវបានបង្កើតឡើងក្រោមការណែនាំដ៏ឈ្លាសវៃពីបណ្ឌិតជប៉ុនចាស់វស្សា និងល្បីល្បាញមួយរូប គឺបណ្ឌិត Noritada Morita ប្រធានក្រុមចក្ខុវិស័យរបស់វិទ្យាស្ថានចក្ខុវិស័យអាស៊ី និងជាអតីតអគ្គនាយកនៃធនាគារអភិវឌ្ឍន៍អាស៊ី (ADB)។ ស្ថាប័ននេះត្រូវបានចាត់ទុកជាស្ថាប័នស្រាវជ្រាវមួយ ក្នុងចំណោមស្ថាប័នស្រាវជ្រាវដែលឈានមុខគេមួយនៅកម្ពុជា ដែលក្នុងនោះរួមផ្សំដោយសមាសភាពបញ្ញាវ័ន្តជាបណ្ឌិតចំនួន ០៩រូប អនុបណ្ឌិតចំនួន ១៣រូប និងបរិញ្ញាបត្រចំនួន ១៣រូប។ ក្នុងចំណោមបុគ្គលិកទាំងនោះ បុគ្គលិកប្រមាណជាង ៥០% ទទួលបានការអប់រំជាន់ខ្ពស់ពីប្រទេសជប៉ុន ក្រោមកម្មវិធីអាហារូបករណ៍នានា។ ក្នុងន័យនេះ យើងសូមថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះរដ្ឋាភិបាល និងប្រជាជនជប៉ុន ជាពិសេស JICA ដែលបានជួយបណ្តុះបណ្តាលនូវធនធានមនុស្សដែលពោរពេញដោយសមត្ថភាពបែបនេះជូនដល់ប្រទេសកម្ពុជា»។ លោកស្រី KAMEI Haruko និង លោកបណ្ឌិត ឈាង វណ្ណាវិទ្ធ បានចែករំលែកនូវទស្សនៈរួមស្តីពីសារៈសំខាន់នៃការលើកកម្ពស់ការទូតវប្បធម៌ និងការផ្លាស់ប្តូរប្រជាជន- និង-ប្រជាជន ព្រមទាំងការពង្រឹងនូវការតភ្ជាប់រវាងស្ថាប័នសិក្សា ដើម្បីពង្រឹងទំនាក់ទំនងរវាងប្រទេសទាំងពីរ និងការអភិវឌ្ឍទៅវិញទៅមក។ អ្នកទាំងពីរក៏បានពិភាក្សាអំពីកិច្ចសហប្រតិបត្តិការដែលមានសក្តានុពលនានាក្នុងការជួយលើកកម្ពស់ប្រព័ន្ធធានារ៉ាប់រងសុខភាពថ្នាក់ជាតិរបស់កម្ពុជា និងប្រព័ន្ធគាំពារសង្គម ដោយប្រើប្រាស់ម៉ូឌែលប្រព័ន្ធធានារ៉ាប់រងថ្នាក់ជាតិ និងថែទាំសុខភាពរបស់ជប៉ុន។ កិច្ចពិភាក្សាបានឆ្លុះបញ្ជាំងអំពីតួនាទីដ៏សំខាន់របស់ស្ថាប័នស្រាវជ្រាវនៅកម្ពុជា ចំពោះផែនការសកម្មភាពរបស់ JICA និងផ្តល់ជាធាតុចូលជាក់ស្តែងជាច្រើនសម្រាប់កិច្ចសហប្រតិបត្តិការនាពេលអនាគតរវាង AVI និង JICA។
On 13th December 2021, at the invitation of Ms. KAMEI Haruko, Chief Representative of JICA Cambodia Office, Dr. CHHEANG Vannarith, President of Asian Vision Institute (AVI), and AVI’s staffs attended a Luncheon Meeting to discuss about further cooperation between the two institutions. The Luncheon was facilitated by the Embassy of Japan in Phnom Penh under the programme “Building a Multi-layered Network between Japan’s Experts and the Asian Vision Institute’s Experts and Research Fellows”.
During the Meeting, Dr. CHHEANG Vannarith highlighted that AVI was established under the wisdom of the most senior and well-known Japanese scholars, Honourable Noritada Morita, Chairman of Visionary Group of AVI and Former Director-General of Asian Development Bank (ADB). This institute can be regarded as one of the leading think tanks in Cambodia whose intellectual composition includes 9 PhD, 13 M.A, and 13 Bachelors. Among those staffs, more than 50% obtained their higher education from Japan under various scholarships. Thus, our sincere acknowledgement goes to the Government and the People of Japan, as well as JICA, for producing such competent human resources for Cambodia. Ms. KAMEI Haruko and Dr. CHHEANG Vannarith shared their common views on the significance of promoting cultural diplomacy and people-to-people exchange and strengthening educational-institution connectivity so as to deepen both countries relations and mutual development. They further touched upon possible cooperation in promoting Cambodia’s National Health Insurance System and Social Protection using the model from Japan’s Health Care and National Insurance System. The Meeting reflects the significant roles of local think tanks in Cambodia on JICA’s workplans and generated many practical inputs for future cooperation between AVI and JICA.
