Massive Open Online Courses (MOOCs) for Supporting ‘Free of Charge’ Professional Development and Digital Literacy of Cambodian Civil Servants

For supporting the Royal Government of Cambodia’s e-government vision, it is essential to equip civil servants with digital literacy. Training can be expensive, but thanks to the affordability offered by Information Communication Technologies (ICTs), this problem can be partially solved by using free online learning resources, particularly Massive Open Online Courses (MOOCs).
