Ms. Chan Phallyka

Ms Chan Phallyka is a research fellow at the Centre for Inclusive Digital Economy (CIDE) at the Asian Vision Institute (AVI). She holds a Master’s degree in International affairs and European Studies, specializing in International Security Policy, from the European School of Politics and Social Science (ESPOL) of the University Catholic of Lille (UCL) in France. In addition, she holds a bachelor’s degree in International Relations from the Institution of Foreign Languages (IFL) of the Royal University of Phnom Penh (RUPP). Before she pursued her master’s degree abroad, Phallyka was a policy program officer at Cambodia Development Center (CD-Center). She has actively engaged in research and project coordination on international relations, Cambodia’s foreign policies, and development-related subjects like Cambodia’s journey toward the Industrial Revolution 4.0. Phallyka’s interests are cybersecurity and cyberspace, particularly the laws and regulations of emerging technologies and how they impact global affairs.
