Mr. Norn Samnangseymony earned his Bachelor of Arts in International Studies minoring in International Relations, BA-IR, (cum laude) from the Institute of International Studies and Public Policy, Royal University of Phnom Penh. He also completed his Bachelor of Law in English, LL.B., (top 3%) from the English Language Based Bachelor of Law Program of Royal University of Law and Economics, in conjunction with graduating (with honours) from Airlangga University, Indonesia. He is a scholarship student at Aspire Institute of Harvard University, USA. In 2021, he received a Certified Futures Thinking from Lee Kuan Yew School of Public Policy, National University of Singapore. In 2022, he mentored the 3rd ACCPCJ ASEAN youth delegates on Futures Thinking for Justice in Bangkok, Thailand. He has been accredited to a number of summer school programmes, ranging from Harvard University, Postgraduate School Universitas Airlangga, United Nations University, Higher School of Economics of KAZGUU University, Universitas Sebelas Maret, Gubkin University, Cochin University, Chulalongkorn University, Universitas Muhammadiyah Purwokerto to King Mongkut’s University. In 2020, he was awarded as the Adenauer Young Scholar by Konrad Adenauer Stiftung. He was also honoured as the UN75 Charter Ambassador to Cambodia by the United Nations Association in San Francisco, one of the only three ambassadors in the world.
Presently, he is the Country Director of the ASEAN Youth Advocates Network – Cambodia. He also works at the Ministry of Foreign Affairs and International Cooperation as an Assistant to H.E. Bundit Sapheacha Dr. SOK Siphana, Senior Advisor to the Royal Government of Cambodia (with a rank of Senior Minister). In tandem, he is Member of the Disaster Management Secretariat of the Ministry of Interior, chaired by H.E. Dr. SEANG Bunleang, Secretary of State of the Ministry of Interior, and Personal Advisor to Samdech Techo HUN Sen, Prime Minister of the Kingdom of Cambodia (with a rank of Minister). Previously, he was a part of the Secretariat of the National Commission for Organizing the 13th Asia-Europe Meeting (ASEM13) Summit, following his departure from the Securities and Exchange Regulator of Cambodia. In the field of research, he is a Program Coordinator at Centre for Advanced Research and Legal Studies, and Research Fellow at the Centre for Culture and Peace Studies, Asian Vision Institute, as well as Research Fellow at the Asia-Pacific Secretariat of the Think Tank 2022. He was invited to be a Member of the Editorial Board of Generation Z Magazine. Additionally, he is a Founding Chairman of ELBBL Crew, and Co-founding National Advisor of Asian Law Students’ Association Cambodia. He was also invited to be an Advisor, Head Assistant Coach, and Co-coach to many prestigious international moot court programmes in law school. The areas of his interest include youth diplomacy, Sino-Cambodia relations, and public international law .
