Mr. Norn Samnangseymony earned his Bachelor of Arts in International Studies minoring in International Relations, A.B., from the Department of International Studies, Royal University of Phnom Penh. He also completed his Bachelor of Law in English, LL.B., from the English Language Based Bachelor of Law Program of Royal University of Law and Economics in conjunction with graduating (with honours) from Airlangga University, Indonesia. He also holds a Certified Futures Thinking from Lee Kuan Yew School of Public Policy, National University of Singapore. He went to the Comparative Regionalism Summer School at the Postgraduate School Universitas Airlangga, in collaboration with United Nations University, Belgium, and Higher School of Economics of M. Narikbayev KAZGUU University, Kazakhstan. At Gubkin University and Cochin University of Science and Technology, he obtained a Summer School Certificate on Sustainable Marine and Subsea Tech and Competition Law in Russia and India, respectively. In 2020, he was awarded as the Adenauer Young Scholar by Konrad Adenauer Stiftung. He was also honoured as the UN75 Charter Ambassador to Cambodia by the United Nations Association in San Francisco, one of the only three ambassadors in the world.
Presently, he is an Assistant to H.E. Dr. Seang Bunleang, Secretary of State of the Ministry of Interior (MOI) and Personal Advisor to Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia (With Rank of Minister) and Chairman of the Disaster Management Secretariat of MOI. In tandem, he is working at the Ministry of Foreign Affairs and International Cooperation as part of the ASEM Secretariat following his departure from the Securities and Exchange Regulator of Cambodia. Additionally, he is the Founder and President of ELBBL Crew, Co-founder and Vice-president of ALSA Cambodia. He was invited to be a Member of the Editorial Board of Generation Z Magazine of Paragon International University and a Young Economic Author at Sethakech. Previously, he was a Personal Assistant to H.E. Lieutenant General Him Norn of the High Command Headquarters of the Royal Armed Force of Cambodia. He was also invited to be an Advisor, Head Assistant Coach, and Co-coach to many prestigious international moot court programs in law school. The areas of his interest include Cambodian foreign policy, Sino-Cambodia relations, and public international law (international criminal law, international humanitarian law, international human rights law).
