រាជធានីភ្នំពេញ ខេត្តកំពង់ចាម និងខេត្តក្រចេះ នៃប្រទេសកម្ពុជា
នៅថ្ងៃសៅរ៍ ទី០៣ ខែមិថុនា ឆ្នាំ២០២៣ មជ្ឈមណ្ឌលមេគង្គសម្រាប់ការសិក្សាយុទ្ធសាស្រ្ត (MCSS) នៃវិទ្យាស្ថានចក្ខុវិស័យអាស៊ី (AVI) បានដាក់ដំណើរការជាផ្លូវការនូវកម្មវិធីបណ្តុះបណ្តាលនាវាសន្តិភាពមេគង្គ-ឡានឆាង ក្រោមអធិបតីភាពរបស់ ឯកឧត្តមបណ្ឌិតសភាចារ្យ សុក ស៊ីផាន់ណា ទីប្រឹក្សាជាន់ខ្ពស់រាជរដ្ឋាភិបាលកម្ពុជា ប្រធានក្រុមប្រឹក្សាភិបាលនៃវិទ្យាស្ថានចក្ខុវិស័យអាស៊ី (AVI) និងជាប្រធានលេខាធិការដ្ឋានជាតិកម្ពុជានៃកិច្ចសហប្រតិបត្តិការមេគង្គ-ឡានឆាង (MLC), ឯកឧត្ដម សុខ សូកេន រដ្ឋលេខាធិការក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ (MFA.IC) អនុប្រធានលេខាធិការដ្ឋានជាតិកម្ពុជា នៃកិច្ចសហប្រតិបត្តិការមេគង្គ-ឡានឆាង (MLC) និងជាប្រធានក្រុមការងារគ្រប់គ្រងមូលនិធិ និងតាមដានការអនុវត្តគម្រោងកិច្ចសហប្រតិបត្តិការមេគង្គ-ឡានឆាង, និង លោក ឆាង ចៀន អនុប្រធាន បេសកកម្មនៃស្ថានទូតសាធារណរដ្ឋប្រជាមានិតចិនប្រចាំព្រះរាជាណាចក្រកម្ពុជា។
កម្មវិធីបណ្តុះបណ្តាលលើនាវានេះ មានរយៈពេល ៧ ថ្ងៃ គឺចាប់ពីថ្ងៃសៅរ៍ ទី០៣ ដល់ថ្ងៃសុក្រ ទី០៩ ខែមិថុនា ឆ្នាំ២០២៣ ធ្វើឡើងនៅលើកប៉ាល់ដែលធ្វើដំណើរឆ្លងកាត់រាជធានីភ្នំពេញ ខេត្តកំពង់ចាម និងខេត្តក្រចេះ ដើម្បីឱ្យសិក្ខាកាមបានប្រាស្រ័យទាក់ទងគ្នា និងស្វែងយល់ពីសហគមន៍ និងវប្បធម៌ខ្មែរ។ កម្មវិធីនាវានេះមានសកម្មភាពធំៗដូចជា វគ្គបណ្តុះបណ្តាល ការចែករំលែកអំពីវប្បធម៌ ទស្សនកិច្ច សកម្មភាពកសាងក្រុម និងការពង្រីកបណ្តាញយុវជន។ វគ្គបណ្តុះបណ្តាលបានផ្តោតលើប្រធានបទដូចជា ការកសាងសន្តិភាព ការអភិវឌ្ឍប្រកបដោយចីរភាព សហគមន៍ជោគវាសនារួម ការគ្រប់គ្រងទឹក និងសន្តិសុខទឹក-ថាមពល-និងអាហារ។ លើសពីនេះ សិក្ខាកាមក៏មានឱកាសស្វែងយល់ពីវប្បធម៌ខ្មែរ តាមរយៈទស្សនកិច្ចទៅកាន់រមណីយដ្ឋានទេសចរណ៍ និងប្រវត្តិសាស្រ្តនៅខេត្តកំពង់ចាម និងខេត្តក្រចេះដូចជា ប្រាសាទនគរបាជ័យ វត្តភ្នំប្រុស អន្លង់ផ្សោត និងវត្តហាន់ជ័យ។ ប្រតិភូនៃកម្មវិធីនាវាក៏បានជួបសម្តែងការគួរសមជាមួយ លោកជំទាវ ប៉ាង ដានី អភិបាលរងខេត្តកំពង់ចាម និងបានធ្វើទស្សនកិច្ចទៅសាកលវិទ្យាល័យគ្រប់គ្រង និងសេដ្ឋកិច្ច (UME) និងសាកលវិទ្យាល័យវេស្ទឺន ដើម្បីសន្ទនាចែករំលែកបទពិសោធន៍ជាមួយនិស្សិតខ្មែរ។
នៅថ្ងៃសុក្រ ទី០៩ ខែមិថុនា ឆ្នាំ២០២៣ កម្មវិធីនាវាត្រូវបានបិទបញ្ចប់ជាផ្លូវការដោយ ឯកឧត្តម សួស យ៉ារ៉ា ប្រធានគណៈកម្មការកិច្ចការបរទេស សហប្រតិបត្តិការអន្តរជាតិ ឃោសនាការ និងព័ត៌មាន នៃរដ្ឋសភាជាតិនៃព្រះរាជាណាចក្រកម្ពុជា និងជាអគ្គនាយកក្រុមប្រឹក្សាវប្បធម៌អាស៊ី (ACC) និង បណ្ឌិត ឆេង គឹមឡុង អនុប្រធានប្រតិបត្តិនៃវិទ្យាស្ថានចក្ខុវិស័យអាស៊ី និងជាប្រធានគម្រោងនាវានៃសន្តិភាពមេគង្គ-ឡានឆាង។ កម្មវិធីបិទនេះរួមមានការសម្តែងចំណាប់អារម្មណ៍ និងការចែកវិញ្ញាបនបត្រជូនសិក្ខាកាម។ សិក្ខាកាមបានកោតសរសើរអំពីបទពិសោធន៍ដែលពួកគាត់ទទួលបានពីកម្មវិធីនេះ ដូចជា ការផ្លាស់ប្តូរចំណេះដឹង ការស្វែងយល់ពីវប្បធម៌ និងការពង្រីកបណ្តាញយុវជនក្នុងតំបន់អាស៊ាន។
កម្មវិធីបណ្តុះបណ្តាលលើនាវានេះ គឺជាផ្នែកមួយនៃគម្រោងនាវានៃសន្តិភាពមេគង្គ-ឡានឆាង ដែលអនុវត្តដោយវិទ្យាស្ថានចក្ខុវិស័យអាស៊ី ក្រោមជំនួយឧបត្ថម្ភរបស់មូលនិធិពិសេសនៃកិច្ចសហប្រតិបត្តិការមេគង្គ-ឡានឆាងឆ្នាំ២០២២ ក្នុងគោលដៅលើកកម្ពស់កិច្ចសន្ទនាគោលនយោបាយ ការកសាងសមត្ថភាព និងកិច្ចសហប្រតិបត្តិការតំបន់ ក្នុងចំណោមយុវជននៅក្នុងតំបន់មេគង្គ ដើម្បីធានាឱ្យបាននូវសន្តិភាព និងវិបុលភាពនៅក្នុងតំបន់។ គម្រោងនាវានៃសន្តិភាពមេគង្គ-ឡានឆាង មានសកម្មភាពធំៗពីរ គឺកម្មវិធីបណ្តុះបណ្តាល និងការបោះផ្សាយសៀវភៅ។ បន្ទាប់ពីបញ្ចប់កម្មវិធីនាវាដោយជោគជ័យ សកម្មភាពបន្ទាប់នៃគម្រោងគឺការបោះផ្សាយសៀវភៅ៕

On Saturday 3rd June 2023, the Mekong Centre for Strategic Studies (MCSS) of the Asian Vision Institute (AVI) officially launched the Mekong-Lancang Peace Boat Cruising Training Programme. The event was presided over by H.E. Bundit Sapheacha Dr. SOK Siphana,Senior Advisor to the Royal Government of Cambodia, Chairman of the Board of Directors of AVI and Chairman of the National Secretariat of Cambodia (NSC) for Mekong-Lancang Cooperation (MLC); H.E. Mr. SOK Soken,Secretary of State of the Ministry of Foreign Affairs and International Cooperation, Vice Chairman of the National Secretariat of Cambodia (NSC) for Mekong-Lancang Cooperation, and Head of Project Management and Implementation Unit for the MLC; and Mr. CHANG Jian, Deputy Chief of Mission of the Embassy of the People’s Republic of China to the Kingdom of Cambodia.
The Cruising Programme lasted 7 days from Saturday 3rd to Friday 9th June 2023 on a cruise ship travelling across Phnom Penh, Kampong Cham and Kratie, allowing participants to build networks and immerse themselves in Cambodian communities and culture. The Programme covered various activities including trainings, culture sharing, site visits, team-building activities and networking. The training sessions focused on peace building, sustainable development, a community of shared future, water governance, and water-energy-food security. Moreover, the participants were able to immerse themselves in Khmer culture through many site visits, namely Nokor Bachey Temple, Phnom Pros Pagoda, Irrawaddy dolphin, and Hanchey Pagoda. Finally, the participants also paid a courtesy call on H.E. Ms. Phang Dany, Deputy Governor of Kampong Cham Province, and visited the University of Management and Economics (UME) as well as the Western University in Kampong Cham province in order to interact and share experience with local students.
On Friday 9th June 2023, the Cruising Programme was officially concluded by H.E. Mr. SUOS Yara,M.P.,Chairman of the Commission on Foreign Affairs, International Cooperation, Information and Media of the National Assembly of the Kingdom of Cambodia, and Director-General of the Asian Cultural Council (ACC); and Dr. CHHENG Kimlong,Executive Vice President of AVI, and Project Director of the Mekong-Lancang Peace Boat Project. The closing ceremony included reflection session and certificate handover ceremony. The participants spoke highly of their experience gaining from participating in the Programme such as intellectual exchanges, multicultural understanding and youth networks in the Mekong region. The Cruising Programme is part of the Mekong-Lancang Peace Boat Project, which is implemented by AVI under the Mekong-Lancang Cooperation Special Fund 2022 with an aim to enhance policy dialogue, capacity building and regional cooperation among youth in the Mekong region to ensure peace and prosperity in the region and beyond. The Project has two components: training programmes and book publication. After the successful conclusion of the Cruising Programme, the next stage of the Project is book publication.
