DESCRIPTION:On 25 September 2015\, global leaders made bold commitments towards building a better world for everyone by adopting the 2030 Sustainable Development Goals (SDGs). These universal\, inclusive\, and transformative goals cover broad aspects of socio-economic development\, governance\, biological conservation\, and environmental protection. Since the adoption\, the SDGs have been integrated into national policies and strategies\, with noticeable progress. \nThe main purpose of the AVI-SDGs Dialogue is to posit the SDGs at the centre of policy dialogue and formulation. SUMMARY:Panel Discussion on “ASEM During and After COVID-19 Pandemic Crisis”
DESCRIPTION:1. Rationale \nThe Asia-Europe Meeting (ASEM) was established in 1996 with an aim to provide a platform for the member states to strengthen political\, economic and cultural cooperation\, to foster political dialogues and tackle global challenges\, as well as to promote peace\, prosperity and sustainable development between Asia and Europe. With 53 partners from European and Asian countries\, ASEM partners account for approximately 60% of the global population\, 65% of the global economy\, 55% of the global trade\, and 75% of global tourism. ASEM plays an important role in enhancing and achieving multi-faceted aspects of cooperation ranging from politics\, technology\, economy to the buildup of the socio-cultural bond between the two continents. \nCambodia\, as the host of the 13th ASEM Summit\, is committing to working hand-in-hand with all ASEM partners to further strengthen solidarity among the member states in pursuing multilateralism and tackling emerging regional and global issues. Adhering to the “Small Country with Big Tasks” notion\, the Kingdom has firmly dedicated to seize this platform to promote bilateral and multilateral cooperation in the fields of investment\, trade\, education and tourism. These commitments has been\, nonetheless\, hampered by the mounting global health crisis of COVID-19 pandemic\, which has imposed the strictest barrier to the global movements\, economy\, travel\, trade\, investment and well-being of peoples. As a consequence\, the 13th ASEM Summit originally scheduled for November 2020 in Phnom Penh has been postponed to the mid-2021. \nEven so\, mutual cooperation between Asia and European countries is still ongoing. Various layers of cooperation and exchanges have been established between the ASEM partners; these include the distribution of medical supplies\, medical personnel exchange and most importantly\, the exchange of information to safeguard and prevent the spread of this infectious disease. In this vein\, despite the enduring negative spillovers and catastrophe posed by this trans-boundary virus\, ASEM has still committed to stabilising the global supply chains and rolling out a series of policy with aims to keep the industries and businesses of the two continents afloat. \nThe above challenges and uncertainties have begged the following questions— what have been impacts of the COVID-19 pandemic on politics and socio-economies of the ASEM member states\, the ASEM solidarity and the global multilateralism? What are commonalities and differences of ASEM countries’ responses to the Covid-19 crises? And\, how will Cambodia\, as the chair of the 13th ASEM Summit next year\, contribute to foster the existing cooperation amidst the looming pandemic crisis? All of these questions will be addressed at Asian Vision Institute’s virtual Panel Discussion on “ASEM During and After Covid-19 Pandemic Crisis”. \n2. Objectives \nThe objectives of the panel discussion are: \n\nTo identify challenges facing ASEM countries during the Covid-19 pandemic;\nTo address problems which have potentially affected ASEM in the post pandemic crisis;\nTo understand what ASEM has done in finding solutions to the challenges\, controlling and containing the spread of the disease\, and preparing for future safety precautions;\nTo underscore impacts on the COVID-19 pandemic on the solidarity of ASEM partners;\nTo seek commonalities and differences in ASEM member states’ responses to the crisis;\nTo pinpoint areas of focus Cambodia may potentially contribute to the existing cooperation so as to reverse the crises facing ASEM and the world.\n\n3. Activities \nScholars\, policy makers\, students\, university lecturers and NGOs representatives at local\, regional and international levels will be invited to join a panel discussion under the theme of “ASEM During and After COVID-19 Pandemic Crisis” via Zoom on Monday\, 07 December 2020 at 09:30-11:30 (Cambodian time). \nThemes of Discussion: \n\nIntroduction to ASEM and prospect on Cambodia’s Chairmanship of ASEM13 Summit;\nImpacts of COVID-19 on political\, economic\, and socio-cultural cooperation of ASEM;\nImpacts of pandemic on solidarity of ASEM and its agenda;\nCommonalities and differences ASEM partners’ responses to the Covid-19 multi-pronged crises;\nChallenges and opportunities for Cambodia; and\nWays forward and recommendations for Cambodia and ASEM\n\n4. SUMMARY:Cambodia Amidst Geopolitical Rivalry in the Mekong Region
DESCRIPTION:1. Rationale\nThe Mekong region— which extends over an area of more than 795\,000 km2 of the six countries namely Myanmar\, Lao People Democratic Republic (PDR)\, Thailand\, Cambodia and Viet Nam—has gained its economic and political vitality in the recent years. It has become one of the world’s most vibrant economic theatres owing to its exceptional richness in biodiversity\, fisheries\, and other agricultural endowments which support more than 65 million people in the region. This immense natural assets have attracted attention of great powers\, turning the region into a strategic battleground for great powers’ competitions. The urbanisation\, increasing need for water for industrial and agricultural usage\, drought and other climate problems have worsened the existing water disputes between the regional countries\, and amongst relevant major powers. \nViewing the region as central to India’s Act East Policy (AEP)\, New Delhi initiated Mekong-Ganga Cooperation (MGC) in 2000 with an aim to foster cooperation in the fields of cultures\, tourism\, transport and communication and education with the Mekong countries. The Mekong-Japan Cooperation (MJC) has\, in addition\, played a crucial role in shrinking the development gap between the Mekong countries since 2007. Following the MJC\, Washington has pursued its engagement in the region via the Lower Mekong Initiative (LMI)—which has recently been elevated to Mekong-US Partnership (MUSP)—to deliver equitable\, sustainable\, and inclusive economic growth of the region. South Korea proposed the Mekong-ROK (MROK) initiative in 2011 to support its engagement with the Mekong region as an integral part of its engagement policy with Southeast Asia. Noticeably\, the Mekong-Lancang Cooperation (MLC) initiated by China has gained its popularity considering its distinctive and speedy progress compared to the other Mekong-related initiatives\, except the MJC. The other initiatives such as Ayeyawady-Chao Phraya–Mekong Economic Cooperation Strategy (ACMECS)\, Mekong River Commission (MRC)\, and Greater Mekong Sub-region (GMS) have also gained their respective momenta in the recent years. \nAs the geopolitical tensions between the major regional powers exacerbate\, the initiatives have apparently been manipulated by relevant powers for the sake of their competition for influence in the region. This begs a question as to whether the existing multiple connectivity initiatives are beneficial or problematic for Cambodia? How may Cambodia maximise its benefits from the initiatives without resorting to losing its sovereignty? DESCRIPTION:Rationale\n\nSince 2012\, China’s foreign policy doctrine in the new era has been centered upon a notion of ‘promoting a sense of community of shared destiny for mankind’. Chinese President Xi Jinping has expounded this notion to the world through ‘working together to forge a new partnership of win-win cooperation and create a community of shared future for mankind’\, and ‘work together to build a community of shared future for mankind’. The idea of building an Asian Community with a shared future for mankind has been presumably introduced by China to Asia\, Southeast Asia in particular. The concept has demonstrated China’s commitment to work with other countries in the region and beyond in order to build a community of shared future\, thus reaffirming the long-standing foreign policy of this global power towards the strengthening of global peace and prosperity. This is in line with the evolving trend of the world\, and relevant to the needs of Asian nations. \nChina has made a good start by devising an action plan with a Southeast Asian country\, Cambodia. Cambodia and China have recently signed an MoU on the establishment of ‘China-Cambodia Community of Shared Future for Mankind’. This has paved a way for the two countries to work closely to promote a common understanding and resolve issues and challenges for the sake of the two peoples\, finally contributing to the building of the Asian Community of shared future for mankind. \nIn this case\, Cambodia may play a very important role in connecting China with the rest of Southeast Asian countries under the Asian Community of shared future for mankind\, whose underlying conception is based upon people-to-people exchanges\, deepened cooperation\, people-oriented interests\, and other positive contributions to regional and global peace and prosperity. Bearing this significance of this community\, Asian Vision Institute (AVI)\, in collaboration with interested Chinese stakeholders and the Senate of Cambodia\, propose to organise a webinar on “Building a Community of Shared Future: Perspectives from Southeast Asian Countries”. \n\nObjectives\n\nThe objectives of the webinar are: \n\nTo promote mutual understanding among regional scholars regarding the concept of China’s community of shared future for mankind;\nTo identify practical areas of cooperation under the concept of community of shared future for mankind;\n\n\nActivities\n\nSeveral prominent scholars from local\, regional and international will be invited to join a webinar on the topic of “Building a Community of Shared Future: Perspectives from Southeast Asia Countries” via Zoom on Friday\, June 26th\, 2020 at 3:00 – 5:00 PM (Cambodian time). \nThe themes for the discussions: \n\nCommunity of Shared Future: Meaning and Implications\nPractical Cooperation under the Framework of Community of Shared Future\nPoverty Reduction: Best Practices\n\n\nExpected Outcomes\n\n\nRegional scholars and stakeholders will have a better understanding about the concept of a community of shared future;\nPolicy recommendations on practical cooperation under the framework of building a community of shared future will be developed;\nPractical experiences on poverty reduction will be shared and documented\, and possibly converted into policy recommendations for policy makers at the national and regional levels.

SUMMARY:Highlights of the Official Launching of Asian Vision Institute
DESCRIPTION:The official launching of Asian Vision Institute (AVI) was held on 24th January 2019 at Sofitel Hotel Phnom Penh. There were 170 participants including more than 20 foreign diplomats from 18 countries and 20 representatives from international organizations. \nThe special dialogue on “Cambodia’s foreign policy in a new era” featured three panelists\, namely H.E. Dr. Sok Siphana (Senior Advisor to the Royal Government of Cambodia and Chairman of the Board of Directors of AVI)\, H.E. Mr. Suos Yara (Director-General of the Asian Cultural Council)\, and Mr. Cheunboran Chanborey (PhD Scholar at Australian National University and Member of the Board of AVI).  The session was moderated by Dr. Chheang Vannarith (President of AVI). \nThe key takeaways from the dialogue were that foreign policy adjustment have been taken in response to changing global and regional geopolitical and geo-economic environments\, geopolitical risks are rising due to geopolitical competition\, and Cambodia is seeking to diversify strategic and economic partners. Three key pillars of Cambodia’s foreign policy are economic diplomacy\, peace diplomacy\, and cultural diplomacy. These pillars can help Cambodia rebrand itself based on its many achievements in culture\, economics\, and peace\, which in turn can be utilised to contribute more to the regional and global community. \nThe directors of the four centers of AVI presented the mission and action plans of their respective centers. These four centers are the Center for Strategic Studies (CSS)\, the Center for Governance Innovation and Democracy (CGID)\, the Center for Sustainable Development Studies (CSDS)\, and the Center for Culture and Peace Studies (CCPS). Each center has its own autonomy to develop and implement projects and programs. \nDr. Dinna Wisnu (Board Member of AVI) and Hon. Noritada Morita (Member of the Visionary Group of AVI) shed light on the historical and cultural significance of Asia. Understanding and appreciating local knowledge help promote the respect of diversity\, which in turn contribute to peace and development.
