វិទ្យាស្ថានចក្ខុវិស័យអាស៊ី (AVI) ត្រូវបានបង្កើតឡើងបាន ៣ឆ្នាំគត់ បើគិតត្រឹមថ្ងៃខែមករា ឆ្នាំ២០២២។ បើទោះបីជាវិទ្យាស្ថានមានអាយុកាលមិនច្រើនក៏ដោយ ក៏ប៉ុន្តែវិទ្យាស្ថានបាននិងកំពុងចូលរួមចំណែកយ៉ាងសកម្មក្នុងកិច្ចអភិវឌ្ឍន៍កម្ពុជា និងតំបន់មេគង្គ តាមរយៈការអនុវត្តគម្រោង និងការចែករំលែកជំនាញនិងចំណេះដឹងនានា។
ការងាររបស់ AVI បានជួយបង្កើតមូលធនសង្គម និងលើកកម្ពស់សុខុមាលភាពរបស់ប្រជាជននៅក្នុងតំបន់។ វិទ្យាស្ថានបានលើកកម្ពស់គតិបណ្ឌិត និងទស្សនវិស័យអាស៊ី ដើម្បីកសាងសហគមន៍សន្តិភាព បរិយាប័ន្ន ប្រកបដោយភាពបត់បែន និងចីរភាពនៅក្នុងទ្វីបអាស៊ី។ សកម្មភាពផ្សេងៗរបស់វិទ្យាស្ថាន ដោយរាប់ទាំងការស្រាវជ្រាវលើគោលនយោបាយជាក់ស្តែង តាមរយៈការពង្រឹងកិច្ចសន្ទនាពហុភាគីនិងភាពជាដៃគូរវាងវិស័យផ្សេងៗ និងការបង្កើនសមត្ថភាពភាពជាអ្នកដឹកនាំនិងការច្នៃប្រឌិត។ គួរកត់សម្គាល់ផងដែរថា ក្នុងរយៈពេលបីឆ្នាំមកនេះ សមាជិកគ្រួសារ AVI បានកើនឡើងពីចំនួន ១០នាក់ក្នុងឆ្នាំ២០១៩ រហូតដល់ប្រមាណ ១៣៦នាក់ ដោយរាប់បញ្ចូលទាំងបុគ្គលិក ទីប្រឹក្សា សហការី សហការីស្រាវជ្រាវ និងនិស្សិតហាត់ការ។
បើទោះបីជាមានការរាតត្បាតពីជម្ងឺកូវីដ១៩ក៏ដោយ ក៏វិទ្យាស្ថាននៅតែមានភាពរឹងមាំ និងអនុវត្តចក្ខុវិស័យនិងបេសកកម្មរបស់ខ្លួន ដោយប្រើប្រាស់មធ្យោបាយសមស្របនានា។ ដោយគោរពវិធានការទប់ស្កាត់ការរីករាលដាលនៃជម្ងឺកូវីដ១៩ របស់រាជរដ្ឋាភិបាល វិទ្យាស្ថានបានរៀបចំនិងធ្វើសិក្ខាសាលាពិសេសជាស៊េរីតាមប្រព័ន្ធអនឡាញប្រមាណ ១០លើក និងកម្មវិធីបណ្តុះបណ្តាលជាច្រើនទៀត ហើយដែលត្រូវបានផ្សព្វផ្សាយតាមប្រព័ន្ធទំនាក់ទំនង និងបណ្តាញសង្គមទាំង ៦ ទៅកាន់មនុស្សរាប់ពាន់នាក់ ដោយឥតគិតថ្លៃ។
វិទ្យាស្ថានក៏បានបង្កើតភាពជាដៃគូផ្លូវការជាមួយរាជរដ្ឋាភិបាល វិស័យឯកជន និងបណ្តាអង្គការមិនមែនរដ្ឋាភិបាល ដោយបាន ចុះអនុស្សរណយោគយល់ចំនួន១៦ ជាមួយស្ថាប័នជាតិនិងអន្តរជាតិ រួមមាន៖ (១) Apsara Media Services (២) Indian Institute of Technology Kanpur (៣) មូលនិធិ Pathfinder (៤) សហព័ន្ធសន្តិភាពសកល (ជាពិសេសលើគម្រោង Think Tank 2022) (៥) រដ្ឋសភាជាតិនៃព្រះរាជាណាចក្រកម្ពុជា (៦) ក្រសួងបរិស្ថាន (៧) មជ្ឈមណ្ឌលនេត្រាយុទ្ធសាស្រ្ត-វោហារ (៨) ខ្មែរថាមស៍ (៩) សមាគមសហគ្រិនវ័យក្មេងកម្ពុជា (១០) វិទ្យាស្ថានបណ្តុះបណ្តាលនិងស្រាវជ្រាវដើម្បីអភិវឌ្ឍន៍កម្ពុជា (១១) វិទ្យាស្ថានជាតិការទូត និងទំនាក់ទំនងអន្តរជាតិ (១២) Confederation of Empowerment (១៣) វិទ្យាស្ថានបច្ចេកវិទ្យាគិរីរម្យ (១៤) មជ្ឈមណ្ឌលស្រាវជ្រាវនិងនវានុវត្តន៍នៃវិទ្យាស្ថានបច្ចេកវិទ្យាកម្ពុជា (១៥) ព្រឹទ្ធសភានៃព្រះរាជាណាចក្រកម្ពុជា និង (១៦) វេទិកាសម្ព័ន្ធសង្គមស៊ីវិល។ បន្ថែមពីនេះ AVI បាននិងកំពុងធ្វើការជាមួយបណ្តាស្ថានទូតបរទេសប្រចាំនៅកម្ពុជា អង្គការ UNESCO ធនាគារអភិវឌ្ឍន៍អាស៊ី(ADB) និងបណ្តាអង្គការជាតិ និងអន្តរជាតិផ្សេងទៀតផងដែរ។
AVI បានបោះពុម្ភអត្ថបទអត្ថាធិប្បាយ ទស្សនវិស្ស័យ គោលនយោបាយ ទស្សនាវដ្តី សៀវភៅ ព្រឹត្តិបត្រព័ត៌មាន និងបទវិចារណកថាជាច្រើន។ សម្រាប់រយៈពេលបីឆ្នាំកន្លងមកនេះ AVI បានធ្វើការបោះពុម្ពផ្សាយសរុបប្រមាណ ៣០០ លើ ៧ វិស័យផ្សេងៗគ្នា។ វិទ្យាស្ថានបានសហការលើការបោះពុម្ពផ្សាយនិងស្រាវជ្រាវជាមួយបណ្តាដៃគូនៅក្នុងនិងក្រៅស្រុក ដូចជា Konrad Adenauer Stiftung, វិទ្យាស្ថានសិក្សាអាស៊ីអាគ្នេយ៍ (ISEAS Yusof Ishak Institute), សកលវិទ្យាល័យជាតិអូស្ត្រាលី សកលវិទ្យាល័យស៊ីដនី និងស្ថាប័នផ្សេងៗជាច្រើនទៀត។ លើសពីនេះ សមាជិក AVI បានសរសេរអត្ថបទវិចារណកថា និងផ្តល់បទសម្ភាសន៍ជាភាសាខ្មែរ និងអង់គ្លេសដល់ប្រព័ន្ធផ្សព្វផ្សាយក្នុងស្រុក ដូចជា Khmer Times, Phnom Penh Post, Thmey Thmey, Fresh News, CNC, BTV, AMS និង Cambodianess ជាដើម។ សម្រាប់ប្រព័ន្ធផ្សព្វផ្សាយអន្តរជាតិ វិទ្យាស្ថានបានចែករំលែកការយល់ដឹង និងការវិភាគរបស់យើងទៅកាន់ China Global Television Network (CGTN), Asia Times, China Daily, Voice of America (VOA), Vietnam News Agency (VNA), South China Morning Post, the Straight Times, Xinhua, Vietnam Investment Review, E-International Relations, និងទស្សនាវដ្តី ASEAN Focus។
ដើម្បីជំរុញសកម្មភាពរបស់ខ្លួននៅក្នុងយុគសម័យឌីជីថលនេះ AVI បានបង្កើតកម្មវិធីផ្សព្វផ្សាយផ្ទាល់ខ្លួនផងដែរ ដូចជា AVI Voice និង Cambodia 2050 ក្នុងគោលដៅលើកកម្ពស់កិច្ចសន្ទនា បង្កើនការយល់ដឹងជាសាធារណៈអំពីបញ្ហាសំខាន់ៗដែលកម្ពុជាកំពុងប្រឈម និងធ្វើឱ្យប្រសើរឡើងនូវការធ្វើគោលនយោបាយ ក៏ដូចជាការសម្រេចចិត្តដោយផ្អែកលើភស្តុតាង។
រយៈពេលបីឆ្នាំក្រោយការបង្កើត AVI ឯកឧត្តម សួស យ៉ារ៉ា អគ្គនាយកនៃក្រុមប្រឹក្សាវប្បធម៌អាស៊ី បានមានប្រសាសន៍ថា «យើងបានប្រកៀកស្មារគ្នាក្នុងការបង្កើតលទ្ធផលជាប្រវត្តិសាស្ត្រនេះ ដោយប្រែក្លាយទស្សនទៅជាអត្ថបទបោះពុម្ពផ្សាយ និង ពីអត្ថបទបោះពុម្ពផ្សាយទៅជាសកម្មភាពជាក់ស្តែង»។ ឯកឧត្តមសាស្រ្តាចារ្យបណ្ឌិត ឆែម គាតរិទ្ធី សមាជិកក្រុមប្រឹក្សាភិបាល AVI បានបង្ហាញពីចំណាប់អារម្មណ៍ថា «នៅពេលដែលយើងមើលពីវឌ្ឍនភាព និងផលិតភាពរបស់ AVI ដែលជាស្ថាប័នស្រាវជ្រាវបង្កើតដោយម្ចាស់ស្រុក នោះយើងនឹងឃើញថា វាពិតជាគួរឲ្យកត់សម្គាល់យ៉ាងខ្លាំង»។ ឯកឧត្តមបណ្ឌិត
សុក ស៊ីផាន់ណា ប្រធានក្រុមប្រឹក្សាភិបាល AVI បានលើកឡើងនូវមតិវិជ្ជមានថា «ឥឡូវនេះ យើងមានពុទ្ធិច្រើនសម្បូរបែបដូចពួកបស្ចិមប្រទេសដែរ ហើយយើងអាចផ្តល់នូវអ្វីដែលជាសេចក្តីត្រូវការរបស់ប្រទេសយើង ក៏ដូចជាអ្វីដែលប្រទេសយើងចង់បាន»។ វិទ្យាស្ថានចក្ខុវិស័យអាស៊ីមានមជ្ឈមណ្ឌលចំនួន ៦ ដែលមានឯកទេស និងវិសាលភាពផ្សេងៗគ្នា រួមមាន៖ (១) មជ្ឈមណ្ឌលសិក្សាការអភិវឌ្ឍប្រកបដោយចីរភាព (CSDS) (២) មជ្ឈមណ្ឌលនវានុវត្តន៍និងប្រជាធិបតេយ្យនៃអភិបាលកិច្ច (CGID) (៣) មជ្ឈមណ្ឌលមេគង្គសិក្សាយុទ្ធសាស្ត្រ (MCSS) (៤) មជ្ឈមណ្ឌលសិក្សាស្រាវជ្រាវវប្បធម៌និងសន្តិភាព (CCPS) (៥) មជ្ឈមណ្ឌលសេដ្ឋកិច្ចឌីជីថលប្រកបដោយបរិយាប័ន្ន (CIDE) និង(៦) មជ្ឈមណ្ឌលទិន្នន័យ។
AVI’s 3rd Anniversary: What Have We Done for Cambodia and Asia?
By January 2022, the Asian Vision Institute (AVI) has now 3-year-old. Despite its young age, the Institute has been actively contributing to the development of Cambodia and the Mekong region through project implementations and sharing expertise and knowledge.
AVI’s work has helped create social capital and improve people’s well-being in the region. It promotes Asian wisdom and perspectives to build peaceful, inclusive, adaptive and sustainable communities in Asia. The Institute’s activities include conducting practical policy research, strengthening multi-stakeholder dialogue and cross-sectoral partnerships, and enhancing leadership and innovation capacity. Remarkably, within three years, AVI’s family has grown from ten people in 2019 to nearly 136 people, including staff, advisors, fellows, research associates, and interns.
Despite the Covid-19 pandemics, the Institute stood strong and carried on its vision and mission by using necessary flexible means. By obeying the government’s anti-Covid-19 measures, AVI had launched and conducted more than ten series of special webinars and training programmes that could reach thousands of people via six communication platforms and social media for free.
The Institute has also established official partnerships with the government, the private sector and non-governmental organisations by signing MOUs with 16 local and international institutions, including (1) Apsara Media Services (2) Indian Institute of Technology Kanpur; (3) Pathfinder Foundation; (4) Universal Peace Federation [specifically on Think Tank 2022]; (5) National Assembly of the Kingdom of Cambodia; (6) Ministry of Environment of Cambodia; (7) VOHAR Strategic Foresight; (8) Khmer Times (9) Cambodia Young Entrepreneurship Association (10) Cambodia Development Resource Institute (11) National Institute of Diplomacy and International Relations (12) Confederation of Empowerment (13) Kirirom Institute of Technology (14) Research and Innovation Center (RIC) of Institute of Technology of Cambodia, (15) the Senate of the Kingdom of Cambodia, and (16) the Civil Society Alliance Forum. In addition, AVI has worked with foreign embassies, UNESCO, ADB, and other national and international organisations.
AVI has published commentaries, perspectives, policy briefs, magazines, books, newsletters, and op-ed articles. Over the past three years, AVI has had nearly 300 publications in 7 different categories. AVI has had publication and research collaborations with domestic and external partners, such as Konrad Adenauer Stiftung, the Institute of Southeast Asian Studies (ISEAS Yusof Ishak Institute), the Australian National University, the University of Sydney, and other institutions. In addition, AVI members have written Op-Ed articles and provided interviews in Khmer and English to local media like Khmer Times, Phnom Penh Post, Thmey Thmey, Fresh News, CNC, BTV, AMS and Cambodianess. AVI has shared the insights and analysis for international media outlets to China Global Television Network (CGTN), Asia Times, China Daily, Voice of America (VOA), Vietnam News Agency (VNA), South China Morning Post, the Straight Times, Xinhua, Vietnam Investment Review, E-International Relations, and the ASEAN Focus Magazine.
In advancing its activities during this digital era, AVI has also established its media programmes, namely AVI Voice and Cambodia 2050, to promote dialogues, raise public awareness of Cambodia’s critical issues, and enhance evidence-based policymaking and decision-making.
After three years of the establishment, H.E. SUOS Yara, Director General of the Asian Cultural Council, stated, “We are shoulder to shoulder to produce this historical result, from thought to publication and from publication to action”. H.E. Dr CHHEM Kiet Rethy, Member of the Board of Directors of AVI, put up a big impression that “When you look at the progress and the productivity of AVI, as a home-grown think tank, it is just remarkable”. H.E. Dr Sok Siphana, Chairman of the Board of Directors, positively expressed, “We now have as much knowledge as the West, we can deliver what our country needs and what our country wants”. With different specialisation and scope, the Asian Vision Institute has six Centres, namely the Centre for Sustainable Development Studies (CSDS), Centre for Governance Innovation and Democracy (CGID), Mekong Centre for Strategic Studies (MCSS), Centre for Culture and Peace Studies (CCPS), Centre for Inclusive Digital Economy (CIDE), and Data Centre.
